11:45 Developing Competitive and Sustainable Workplaces in Singapore
Liew Wei Li, Director, Quality Workplaces Department, Ministry of Manpower

This presentation will cover the concept of quality workplaces, how they can lead to a win-win outcome and the role HR leaders should play to bring that about. Within the concept of quality workplaces, special emphasis will be made on flexibilities that companies can leverage on, such as flexible work arrangements, flexible work schedules allowable under the Employment Act, flexible and performance-based wages and occupational, safety and health.

Ms Liew Wei Li is Director of the Quality Workplaces Department in the Ministry of Manpower. She established the new department in the Ministry to oversee policy development to raise the quality of workplaces in Singapore. This includes employment conditions and practices, workplace relations and occupational safety and health. She has grown the department to take on the work of facilitating employers to improve their workplace quality.

Before her posting to Ministry of Manpower, Ms Liew has had 10 years of experience in policy development, organisation development and strategic planning in other government agencies such as the then Ministry of the Environment and the Ministry of Education.

Lee Boon Chuan is the Regional Head of Compensation & Benefits for Deutsche Bank Asia Pacific, and is responsible for compensation and benefits policies and programmes for all business divisions across 16 countries in the Asia Pacific region.

A qualified lawyer, he joined the Singapore Press Holdings (SPH) Group as a management trainee in 1991. His varied work experience in SPH included human resource planning, marketing promotions and communications, copywriting & editing, and newsroom management.

His portfolio since joining Deutsche Bank has included the full spectrum of compensation and benefits, as well as expatriate management, human resource advisory, and employment law and related matters. He is a passionate advocate of flexible benefits, and believes that properly designed and implemented, flex programmes have the potential to deliver significant value to both the organisation and the employee.

Boon has an honours degree in Law from the National University of Singapore, and a Masters in Human Resource Management from Rutgers (State University of New Jersey).

Stephen Chong is the Human Resource Director of HP South East Asia, responsible for all aspects of the human resources (HR) functions and spearheads innovative social and bonding programmes for the company. Stephen joined HP from Compaq after the merger. He was HR Director for ASEAN, Compaq and Director of Community Relations for Asia Pacific. An avid supporter of charitable causes, he initiated a charity drive for Community Chest of Singapore, raising S$171,000 for the association. Stephen was also the brainchild behind Compaq’s two-day paid time-off initiative for employees who volunteered their time for community work. Prior to Compaq, Stephen was the Director of HR, Asia South Pacific for Nortel. At Nortel, he pioneered the flexible benefits initiative and Nortel became the first telecommunications company in Singapore to roll out the programme. Armed with 20 years’ experience in human resource management, Stephen was involved in many human resource operations such as setting up branch offices and operations in Asia Pacific. In the course of his career, Stephen has been through four merger exercises including the HP and Compaq merger, which is the largest merger in IT history. Stephen was instrumental in driving the change and transition process by conducting workshops and induction programmes for the employees and the company. Stephen holds a Bachelor of Arts from National University of Singapore and a Master of Science in Human Resource Management.
